NADRA LAUNCHES APP FOR ONLINE APPLY CNIC, NICOP ETC.

The National Database Registration Authority (NADRA) has launched the latest PAK-ID mobile app to make it easier for citizens to apply for a national identity card, especially overseas Pakistanis, reported on Thursday.

NADRA Chairman Tariq Malik appealed to the masses to inquire about the performance of the app. With the launch of the NADRA mobile app, Pakistan became the first country in the world to introduce 'ID technology'. With the Pak ID mobile app, Pakistani citizens no longer have to go to NADRA offices and wait in long queues to get ID cards and family registration cards.

Tariq Malik said that the mobile application includes a document identification system and biometric authentication facility, citizens can upload necessary documents through the mobile application.

He said that photo, fingerprint and digital signature can also be added in the online application, this initiative will play a very important role in achieving the goals of Digital Pakistan.

This mobile application will bring immense convenience to all the citizens of Pakistan, the mobile application will also prove to be a new addition to the achievements of NADRA.

Tariq Malik called it a revolutionary step in providing convenience, especially to overseas Pakistanis as well. "Pakistan is pioneering the ID management industry by launching a mobile app that captures the biometric data – fingerprints, facial recognition and document scans needed to process IDs and documents."

He said the digital dividends of such technological innovation will yield positive results in financial inclusion, ease of doing business and e-governance initiatives by offering remote identification and e-KYC.

Chairman Nadra said that this will open up new perspectives for enterprises, allowing them to quickly rank among users and provide modern authentication without a password.

Rs 50 per litre petrol subsidy for poor is to be given in Pakistan. PM said on sunday

Prime Minister Shehbaz Sharif on Sunday said that a subsidy of Rs 50 per liter will be given to poor people with low incomes under the oil relief package. While chairing a review meeting on the relief package here, he said oil relief would be given to low-income consumers who have motorcycles, rickshaws, 800cc cars and other small cars.

PM Shehbaz Sharif said that the oil subsidy program will be launched soon and a comprehensive strategy will be created with the cooperation of relevant departments. 

Despite the economic difficulties, the government tried to help the poor people as much as possible, he added. Minister of State for Petroleum Musadik Malik informed about the strategy of providing petroleum subsidy to the low income segment of the society.

The meeting was attended by Finance Minister Ishaq Dar, Advisor to Prime Minister Ahad Cheema, Special Assistant to Prime Minister Tariq Bajwa, Finance Minister, Petroleum Minister and senior officials.

Meanwhile, the prime minister called an urgent meeting of his allies in Islamabad today (Monday).

The decision was taken during a meeting between Pakistan Muslim League-Nawaz (PMLN) President Shehbaz Sharif and Senior Vice President Maryam Nawaz held at Model Town.

Maryam reached Shehbaz's residence and held a detailed meeting with him in which the future strategy of dealing with PTI Chairman Imran Khan was discussed, according to sources.

Sources said the two leaders discussed in detail the recent incidents at Zaman Park and Imran Khan's visit to Islamabad. They also discussed the provision of relief to the citizens during the holy month of Ramazan as well as the political and economic situation in the country.

In the meeting, it was decided that Shehbaz would call a meeting of the allied parties of the PMLN government and brief them about the situation. PMLN supremo Nawaz Sharif would also participate through a video link.

FBR freezes bank accounts of top traders, bankers to restore CVT

KARACHI: The Federal Board of Revenue (FBR) has attached the bank accounts of top businessmen and bankers in the country for recovery of capital value tax (CVT) on properties abroad.

FBR sources said on Friday that recovery notices have been issued to at least 15 super-rich individuals through attachment of bank accounts. These persons have immovable property outside Pakistan and are liable to pay CVT.

An official of the Large Tax Payers Office (LTO) Karachi told PkRevenue that the FBR has taken action against 15 super rich individuals across the country. Out of 15 persons, LTO Karachi has jurisdiction over eight persons.

Sources said the bank accounts of 15 people were attached for CVT recovery. "An amount of Rs 450 crore can be recovered from such persons," sources said, adding that the drive was initiated on the instructions of the prime minister.

The Prime Minister ordered the tax authorities to ensure the collection of taxes from non-payers.

The CVT was imposed through the Finance Act, 2022 at one per cent of the value of a resident's foreign assets if the value of those assets as on the last day of the tax year in the aggregate exceeds Rs 100 crore.

According to the FBR, an inclusive definition of foreign assets has been provided which inter alia includes assets held abroad indirectly and beneficially owned by a resident.

“The value of the foreign assets shall be the total price of the foreign assets as on the last day of the tax year in the relevant foreign currency, converted into rupees at the rates of exchange notified by the State Bank of Pakistan (SBP) for the said day.

 “In case the price of the foreign assets cannot be determined with reasonable accuracy, the fair market value as on the last day of the tax year shall be used for the purpose and rupee conversion shall be used as above. A resident holding foreign assets will pay the CVT at the time the income tax return is due for the tax year,” the FBR said.

He further added that the Inland Revenue Officer has been empowered to issue appeals to recover the CVT along with late fee from a person who fails to pay the CVT or collects the CVT or fails to pay in favor of the Federal Government after having collected the CVT by making the person in in this respect will bear personally.

Sources said the FBR is likely to release all the names of CVT defaulters in the coming days.

Afghan army could not enough to fight back and let the Taliban take over the country Afghanistan?

The Afghan security forces, which were trained by the United States, began to collapse in the face of the resurgence of the Taliban after the agreement signed between the US and the Taliban in February 2020.   1. Signing of the US-Taliban Agreement - The signing of the agreement between the United States and the Taliban was seen by many as a betrayal. Moreover, it showed the Afghan security forces that the US was no longer invested in Afghanistan's future. Some Afghan commanders identified this as one of the main factors. The fact that some of these deals involved the release of thousands of Taliban fighters (including veteran commanders) did not help matters. The soldiers lost courage and realized that their defeat was now inevitable. This led to many making deals with the Taliban to secure their own future.
  2. Staying out of the loop – The manner in which the US withdrew from Afghanistan made matters worse. Afghan security forces were often kept out of reach, further demoralizing them. The withdrawal of American troops from Bagram airfield in July 2021 serves as a good example. American soldiers cut off electricity and left the military base in the middle of the night without informing Afghan commanders or soldiers who were stationed outside the base. Afghan security forces found this out hours later when they spotted the men looting the base. This helped create the impression that the US was handing over Afghanistan to the Taliban.
  3. Lack of a military institution – Afghanistan has lacked a pre-existing military institution since the abolition of the Afghan army in the late 20th century. The Afghan security forces had to be built from scratch. Professional military forces take a long time to prepare. Most countries with capable militaries often have a long military tradition or a military tradition inherited from a predecessor state.
  4. Inability to stand on its own two feet – The US never designed the Afghan military to stand on its own two feet without US support. At least not for the next few decades. The Afghan army was dependent on the US for logistics. It lacked the logistical capacity to provide arms, ammunition, supplies, etc. to the Afghan forces spread across Afghanistan. For example, the Afghan air force, which has not yet become self-sufficient, suffered from a similar problem. It depended on the US for maintenance and assistance. The US withdrawal will soon cripple the Afghan Air Force, which used to be one of the biggest tools against the Taliban. The Afghan army was completely dependent on the presence of the US or suppliers to maintain advanced equipment. Inexperienced Afghan military commanders with only a decade or two of experience still depended on the expertise of American commanders for assistance. The Afghan military has also been dependent on US forces for critical missions or objectives in the conflict. For example, air support, healthcare, logistics and intelligence gathering. To put it plainly, the US had very unrealistic goals of pushing through a decades-long process in a much shorter time frame. This resulted in the army not being prepared to stand on its own two feet without support.
  5. Different traditions of warfare – The traditions of warfare in Afghanistan were quite different from those of the United States. Until the collapse of the Afghan forces, the US did not take these differences into account. The culture of warfare and politics in Afghanistan was closer to a medieval feudal state than seen in most modern states. It is based less on ideologies and more on short-term benefits or tribalism. It is common for parties to switch sides in the middle of a conflict. This was noted during the 2001 invasion of the United States, when many parties switched sides overnight. The same thing happened during the Taliban resurgence, when groups affiliated with the security forces negotiated with the Taliban for surrender.
  6. High casualty rate – The casualty rate of Afghan security forces has been extremely high. This got worse in the last few years before the US withdrawal. Such a high death toll is never good for morale. Afghan security forces are estimated to have had one of the highest casualties and casualties in the world. For example, it is estimated that around ten thousand members of the Afghan security forces died in 2017 alone. The monthly attrition rate is believed to have been around five thousand.

The US withdrawal further damaged morale as many questioned where their next paycheck would come from. During the Taliban resurgence period, many soldiers did not get paid for many months. This led to a large number of people choosing to surrender to the Taliban.
  8. Excessive Corruption – Stories of corruption of Afghan government officials and military commanders are well known. Corruption was widespread in the Afghan ministries of defense and interior. It was quite common for funds, ammunition, supplies, weapons and food supplies to "disappear" before they even reached the troops fighting on the ground. Sometimes these things ended up in the hands of the Taliban through the black market. Some military commanders were known to embezzle or steal money by exaggerating the number of soldiers (spirit soldiers) under their command. A perfect example is the fact that Ashraf Ghani himself was accused of fleeing the country full of cash worth about 150 million USD. This set of conditions does not exactly encourage men to lay down their lives for their superior officers or the government in Kabul.
  9. Interference by the Kabul government – ​​Interference in the affairs of the Afghan security forces by Ashraf Ghani himself and his government has made the situation worse. The former president lacked any national security plan to halt the Taliban's advance. Ghani and his inner circle tried to centralize power to direct the war themselves. Despite the fact that none of them had any real military experience. As the Taliban moved closer to Kabul, Ashraf Ghani dealt with imagined threats from his own military command. Instead, he has spent the past few months crippling the war effort against the Taliban out of paranoia that the Afghan military might remove him in a coup.   10. Taliban Propaganda – The Taliban took full advantage of the mistakes made by the US and the Afghan government to further destroy morale among the Afghan forces. Taliban propaganda promoted the idea that the US had left the Afghan security forces at the mercy of the Taliban. This, combined with promises of rewards and leniency for surrender, left many soldiers with little reason to resist. The Afghan government, by comparison, has failed miserably in countering the Taliban's propaganda machine of its own to keep the morale of the security forces high.
  11. Lack of ideological belief – A cohesive core ideology helps maintain morale in the military. Put simply, why on earth do men think they are fighting a war? There was no coherent core ideology for Afghan soldiers. A weak national identity and the presence of tribalism in Afghan society meant that there was no real sense of national duty. They did not fight to defend their homeland because the Taliban were their countrymen. They could not even justify the conflict ideologically from the point of view of religion, as the Taliban already claimed this ideological justification. No Afghan soldiers fought to defend President Ashraf Ghani in Kabul. Few were still willing to die for a government in Kabul that was widely perceived as corrupt and illegitimate. Some Afghan soldiers fought to protect their homes. But for many others, the conflict against the Taliban was just a paycheck. This meant they had no reason to fight when the tide turned and the checks stopped coming.

America announces hundreds of scholarships for Pakistani students in 2023

The US government has announced 500 scholarships for Pakistani university students from flood-affected areas to help them complete their studies.

US Ambassador Donald Blome announced the scholarships at an event celebrating the achievements of women scientists in honor of International Women's Day at the Higher Education Commission (HEC) in Islamabad.

FBR makes it Mandatory for Companies and APOs to publish their Ownership Data.

The Federal Board of Revenue (FBR) has made it mandatory for every company and association of persons (AOP) to electronically provide details of their beneficial owners to the FBR.

FBR issued S.R.O. 229(l) 12023 to propose amendments in the Income Tax Rules, 2002 on Tuesday.

A beneficial owner who exercises ultimate effective control over a company or AOP through direct ownership rights (through holding shares) of 25 percent or more shall provide the following data or information. a) the name of the beneficial owner; (b) father's name/husband's name; (c) date of birth; d) the nationality of the beneficial owner(s); (e) CNIC/NICOP/NTN/passport number or foreign national identification number of the beneficial owner; (0) The percentage of interest or ownership interest held by the beneficial owner; (g) the date of acquisition of the ownership interest; and (h) the residential address and business address of the beneficial owner.

The rules said that every company and AOP already registered with the FBR must electronically furnish details of their beneficial owners to the board on or before December 31, 2023 as prescribed in Form (BOF-01) of Part IXA of the First Schedule to these rules through online board system.

The beneficial owner record is updated whenever any of the beneficial owner information on the form changes within 30 days of the change. In the case of a non-profit organization, the beneficial owners of the non-profit organization will be the incorporator, trustee, founder, settlor, beneficiary, or group of beneficiaries: provided that the beneficiary or beneficiary class of the non-profit organization is the general public, the beneficiary or group of beneficiaries of such non-profit organization is exempt from the obligation to provide information on beneficial owners under this rule.

In case there is no change in the beneficial owners of the Company or AOP during a particular tax year, the company or AOP as the case may be shall submit a “Certificate of Confirmation of Beneficial Owner” as prescribed through the Board's online system. along with the income tax return to be filed for that tax year, the FBR added.

Under the new rules, each company or AOP will keep records of all beneficial owners for a period of ten years from the date on which the beneficial owners of that company or AOP cease to be the beneficial owners of that company. company or AOP. The Board shall maintain the records of the beneficial owners of all companies and AOPs registered with the Board for a period of fifteen years from the date on which such company or AOP ceases to be registered with the FBR.
